On March 24, 2022, it was announced that the Red Cross and Russia established an agreement to “help” Ukrainians through an office in Russia. Ukrainians are outraged, but nothing has been done to stop it.

Peter Maurer, the President of the International Committee of the Red Cross, asked Russia's Foreign Minister Sergei Lavrov for permission to open an office in Rostov-on-the-Don, Russia, to aid Ukrainian victims of the Russian invasion. In other words, the donations the world has made to the Red Cross to help Ukrainians will be used to abet the forced deportation of Ukrainians into the aggressor country destroying their cities, homes, and lives.  We cannot enable Russia in its crimes!

Please sign this petition to support my appeal to Mr. Maurer and the International Committee of the Red Cross to end this agreement now.

To Mr. Maurer and the ICRC:

Please do not undermine the humanitarian efforts of your organization in Ukraine since its invasion by Russia. Your request to open an office in Rostov-on-the-Don, a city in Russia, to help Ukrainians being slaughtered by the military of that very country is an affront to the ICRC’s mission: “to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance”.  It is completely incomprehensible how delivering Ukrainian civilians to the hands of the state invading their country fits your mission of protecting their lives and dignity. On the contrary, the ICRC’s plans to open an office in Rostov-on-Don not only legitimizes the Russian occupation of Ukrainian territories and the illegal deportation of Ukrainians to Russia, it enables the crime while completely stripping the victims of their dignity.

Every civilian in Ukrainian territories occupied by Russia must be given the option to evacuate in the direction of his or her choosing; forced deportation to Russia cannot be considered an acceptable action. If a humanitarian corridor can be opened to Russia, then one must be opened to the West as well – and one which is not mined, nor where the civilians are shelled as they try to pass through it. The ICRC is the only organization capable of achieving this. And please remember that Russia is the aggressor state which has violated Article 2 (4) of the U.N. Charter by “us[ing] force against the territorial integrity or political independence” of Ukraine. You are well aware of the fact that Russia is not merely waging war against Ukraine’s military – its military is destroying cities and slaughtering civilians. Please do not side with the aggressor by enabling the Russian state to go even further by forcibly and illegally deporting Ukrainian citizens to Russia.
