President Rodrigo Duterte took office in June 2016 and his "War on Drugs" campaign has killed an estimated 8,000 to 12,000 alleged drug offenders without due process of law. The targeted are poor citizens who are killed with impunity by police and vigilantes. More than 30 children have been killed. Duterte has also promised to kill 3 million drug addicts within the 6 years of his term. In addition, human rights defenders and political opponents have also been either threatened or jailed.
By signing this petition, you are asking your US Congressional Representatives and Senators to support bill S1055, "The Philippine Human Rights Accountability and Counternarcotics Act of 2017, and S659, "Impose sanctions with respect to People's Republic of China's activities in South China Sea and East China Sea."
Specifically, said bills shall:
1. Restrict the sales of weapons to the Philippine National Police,
2. Work with the Philippines to support a public health approach to substance abuse, drug addiction, and the illegal use of narcotics utilizing comprehensive , voluntary, and community -based treatment and rehabilitation programs in line with international standards and,
3. Strengthen the rule of law and anti corruption measures.
4. Promote human rights and civil society.
