PSN codes may be the case, but it is not convenient (and you have to spend extra money). Anyway, PSN codes are locked to the country they are bought from, and must match the country of the PSN account...

It’s a global world and people change address all the time. Looks kike Sony can’t face it. BTW: Microsoft has already changed such awful policy.
