RESIDENTS UNITED TO SAVE OUR COTO

A Petition to the County of Orange

    WHEREAS, we, the undersigned, are homeowners and residents of Orange County who will be directly and adversely impacted by the 101-unit senior living residential project (the “Project”) being proposed for development at 23333 and 23335 Avenida La Caza by California Grand Villages Coto Partners, LLC. Legacy at Coto (“Legacy”) pursuant to Planning Application No. PA 20-0022  that has been submitted for approval to the County of Orange (the “County”);

    WHEREAS, we are strongly opposed to Legacy’s Project because, among other things, it will result in a number of significant environmental effects, including adverse and unmitigated impacts on aesthetics, compatibility with the surrounding area, noise, transportation, hazards due to wildfire, hydrology and water quality, land use planning, and air quality;  

    WHEREAS, in order to comply with the requirements of the California Environmental Quality Act (“CEQA”), the above-described significant environmental effects, as well as all feasible mitigation measures, and reasonable project alternatives relating to Legacy’s Project, must be fully analyzed and addressed in an Environmental Impact Report (“EIR”) before any action is taken by the County to approve Legacy’s Project; and

   WHEREAS, Legacy is proposing to develop the Project in direct violation of the recreational land use restrictions set forth in the CC&Rs for the Coto de Caza Community Association,

   NOW, THEREFORE, we hereby petition the County to defer consideration of Legacy’s Project until the County has prepared and publicly circulated a site-specific EIR to analyze all of the significant impacts, project alternatives and mitigation measures associated with developing the Project on a site that has long been restricted to recreational uses.
