As a cottage food operator, I'm on a thin margin as it is. In order to grow (permit A to B) is already a challenge making ends meet while cash-flowing my enterprise. The reasons the DEH-FHD are using for justificiation in requesting the fee increase could be dealt with improvements to application handling. I know that my application was delayed 25 days for 3 typos. Rather than the typos being allowed to be addressed and resolved within the 15 minutes it would have taken for me to fix and email back, it went to the bottom of the pile. I call this "workload inefficiency."

I want to start a cottage food business but these fees are SO high. It's too much. I don't think I can justify it when I'd be just starting out. Why is San Diego so much higher than other SoCal counties?

The CFO is to help home bakers start their little business, with the increase fees it will create more people go without permit and some of us won't be able to afford the new fees and will end up going out of business.
