In the UK access to public recreational spaces such as parks should be fee free. In my area we pay via council tax for these amenities. They are there to be enjoyed and used by all at no extra cost.
Keeping fit saves the council, NHS and country £1000's more than 'wear and tear' on a park. Most Parkrun users are local citizens who pay Council Tax to maintain local parks.
Because I think it being free to run is a great thing, it also has lots of benefits to the community, health, community, friendship, trade. It wouldn't be the same if you had to pay a fee. See the cost of everything and the value of nothing.
I believe it is greedy & short sighted to charge people to run in a park when a) the health dividend from an active population is enormous & b) most participants are already ratepayers, plus c) parks are intended as an amenity for public outdoor activities, which is precisely what a run is. Soon there will be a charge for strolling or sitting on a park bench - the logic behind the idea of a charge is flawed & misunderstands the purpose of public parks
,while I may not live in the local area, my taxes help fund the NHS to treat physical and mental health difficulties that people face, many of which could be avoided with exercise &/or a sense of community - something Park Run provides for free. Shockingly greedy behaviour by the council. Shame on them for not seeing past their own small issues.
