Billingham Town Council’s precept, the charge you pay has more than doubled since it came into existence. We feel that they do not listen to the people of Billingham or represent their interests or provide anything Stockton Borough Council don’t or can’t do. They can charge you whatever they like as they are not subject to any annual % increase limits. The % increase for 2013/14 was 17.7% and this year it is nearly 25% for all properties. 75% of what you pay has gone on their administration costs. The rest goes on projects and causes they decide they want to support whether you feel you want them or not. A Community governance review will give you the opportunity to tell Stockton-on-Tees Borough Council whether to let the Town Council continue or have them abolished.
We the undersigned call for the abolition of Billingham Town Council. Its excessive administration costs are a financial burden on the people of Billingham in our view, and it provides nothing of value or benefit to the community. We feel that it does not engage with or speak for those it is meant to serve, and only promotes and provides for its own self-interest. We call on Stockton Borough Council to undertake a governance review of Billingham Town Council with the outcome to proceed to a referendum for abolition of the Town Council.
