Pensioners receiving, or going to receive the basic state pension before 5th April, 2017 will be 2000 pounds a year worse off than those who retire after that date. This affects 16 million people, very many of whom, including all the former self-employed, receive only the basic state pension. To produce two classes of state pensioners is totally unfair, as it puts the immediate burden of solving the pension problem on the shoulders of the elderly with the lowest pensions. Allowing existing pensioners to choose the new flat-rate pension, if it were to their advantage, is the only fair way of tackling this problem.
