The ADA law today allows for service dogs (or miniature horses) to be used as service animals. These animals provide a service to disabled individuals & are needed on a daily basis at home & in public locations.

However, outside the ADA, there are laws governing the FHA/HUD which allows for ESA (Emotional Support Animals).

These FHA/HUD laws allow for certification mills to pump out certificates for any one who wants a pet to circumvent laws or regulations, such as paying pet fees/deposits, bringing them to public places or being allowed to bring them on to an airplane.

These laws anyone to interview over the phone, without having them under certified care, then approve then for up to (3) untrained pets (any species/breed) in a home without consideration for people with allergies, the owner of the property, without paying deposits or fees & without the animal being trained.

These laws conflict with each other. There should only be the ADA to cover animals & how they are used to provide a service for people.

This is a petition to move the FHA/HUD under the ADA. There should be one law governing trained service animals and to stop regular pets from being elevated to the status of a service dog.
