Police brutality is a nationwide issue and most states (including Virginia) have laws in place that keep misconduct reports confidential and out of the public's hands. These incidents are usually handled internally with little to no oversight from an unbiased party, making it impossible for change to occur. The addition of a Civilian Review Board would take disciplinary action out of the hands of an officer's allies and place them instead into an objective panel for review and public disclosure. 

It has been proven that departments with high public oversight and deep scrutiny have lower misconduct statistics than departments with body cams or "diversity training". The time for change is now before it's too late.
