It is time for us to start being a truly civilized and compassionate Society. If we are truly a civilized and compassionate Society we cannot allow people to continue to live out on the streets and engage in all kinds of self-destructive behaviors. My solution to solving this problem is to create a program known as reformed house basically unlike jail a reform house is about transforming behaviors and keeping people who are otherwise in a situation where they use drugs and are homeless an environment that's both constructive safe and demanding discipline. A change. I also advocate is this if someone truly cannot take care of themselves the Law should never allow such a person to continue running free on the streets but rather put in a safe environment that focuses on their ability to take care of themselves and being a productive member of society. This is not if a petition for a rehab program no we already have plenty of those this is a petition for new law this new Federal law the name after my last name. The Ledet act

" Any person who has been homeless for longer than one year or whose drug use causes homelessness or is actively engaged in prostitution she'll be judged a danger to them self and therefore be stripped of all adult rights and institutionalized not imprisoned.   A person who engages in prostitution she'll be judged mentally ill and immune to Criminal prosecution So long as they give full and absolute cooperation to psychological treatment and reform from prostitution and drug us. As for those who purchase the prostitutes sexual services they shall do a sentence of no less than 7 years. Such person's take advantage of someone who has been mentally Disturbed and engage in the felony Act of semi- rape. A semi-rape is when some one takes advantage of someone's weakened state of Mind due to mental illness or drug use to gain sexual favors but the victim is consenting but their consent was caused by factors such as mental illness or drug use."

It is time for us to start being a truly civilized and compassionate society and in a truly civilized and compassionate Society no one is left to sleep outside and to eat out of dumpsters nor is someone allowed to continuously engage in behavior that is self-destructive such as the patterns that follow the chronically homeless and prostitutes.
