Mountain Bike Access on California Department of Fish and Wildlife Property

Mountain Bikers want legal access to California Department of Fish and Wildlife lands (CDFW). Currently CDFW owns and manages over 1 million acres of public property across the State of California. Several of these properties are situated in urban areas that have limited opportunities for the public to recreate in open space. In other cases CDFW has purchased key connections between large open spaces and then blocked public access to their property impeding large cross-country trail systems and local trail opportunities. Mountain Bikers in many cases had used these lands for recreation prior to the acquisition by the State of California.


One of the most important properties in San Diego County is Carlsbad Highlands Ecological Reserve (CHER). Since its purchase in the early 2000's, CDFW has created a fruitless, never ending campaign against trail users (hikers, runners, equestrians and mountain bikers) on the property.  Periodically sending out Wardens, destroying trails, sabotaging trails and fencing areas of the property. The intended solution has resulted in the opposite effect, an explosion of non-system trails following each iteration of enforcement.

San Diego Mountain Biking Association (SDMBA) has engaged CDFW in potential solutions to these issues. SDMBA has offered to engage the community and land-managers to work towards a sustainable solution at CHER. In many cases Mountain Bikers are simply barred under Title 14 from entering State Property. Without legal access to property, the cycle of enforcement, trail destruction followed by social trail creation will repeat forever.
