Currently the review process for the Office of Recovery Services to review a child support order is based on the following: 

1. the new award is at least 10% higher or lower than the current award; and
2. the order is at least 3 years old; or,
3. if it has been less than 3 years since the order was issued, modified, or reviewed and you provide proof that a substantial change in circumstances has occurred; and
4. the new award is at least 15% higher or lower than the current award.

I personally, do not believe this is fair. Each parent has the opportunity to better themselves and their "circumstance" within the same time period. The current plan punishes those who continually grow on their professional path who ultimately make more money. Why should they have to then pay more for their child(ren)?

I am a Mother who lowered my Ex Husband's child support, when I received a raise.I would not expect him to pay me more money, if he receives a raise. An order is set and it should either remain set, or lower in time. It is what is fair. 

I think the baseline method should also be reviewed. A gallon of milk costs the same for each family. There needs to be a more unified approach.
