With respect to the sport of Poker, there are vast opportunities for economic advantages within the state of TN that are not being leveraged, in a community that highly supports the adoption of the sport.  The state of TN is missing out on taxable income with millions of Tennessians engaging in online poker, traveling to neighboring state casino's, or having house games since there are no formal legalized locations to play.  The state of texas now has 19 legal card clubs since approving non-rake establishments in 2015.  This business model is ideal to enable the sport, but not entice gambling of other avenues that are non-skill based with a house advantage.
 
The sport of poker differentiates from every other gambling facet due to the skilled elements.  Prestigious colleges including Berkley, Harvard, and MIT all provide curriculum in educating and promoting the sport, ESPN covers the Poker world daily, and professionals continue to climb leaderboards.  With pre-flop knowledge, statistics, probabilities, range analysis, betting strategies, and skill from experience and practice, players of the sport differentiate recreational from professional much as we can easily identify a novice marksman vs an olympic athlete.  A novice may hit a good shot from time to time, but the professional will prevail over duration, as it's a skill based sport.

In summary, the goal is to legalize non-rake private poker clubs.  It is the goal of this request to bring a rapidly growing, nationally embraced sport to the state of Tennessee in a professional, respectable manner.
