State of Bavaria-stop the cruelty to the horses of Neuschwanstein Castle

I was so appalled to visit the Neuschwanstein Castle outside Munich today and witness the dreadful treatment the State of Bavaria allows to be metered out to the poor horses who draw carriages to and from the castle. These miserable animals are forced to carry overloaded carriages full of obese or lazy tourists up and down the very steep mountain all day. Feet poorly shod, eyes wild, foaming at the mouth, tossing their heads and straining in obvious distress. On and on their torture goes. We walked as we would not endorse or participate in this barbaric act.
The castle is fully accessible by road or walking so there is no need for horses to be used in this way. Also why does the State of Bavaria not build a funicular or chair lift for the thousands of tourists who crowd the site and stop the cruelty to these poor gentle animals?
