महोदय,

The mining engineers graduating from premier institutes of India (NITs/IITs etc.) join Coal India Limited with an aspiration that, as a core Industry in Mining Sector, in CIL they have a bright future, but Alas, despite pursuing B.Tech/M.Tech in Mining Engineering, acquiring Gas Testing Certificate, First-Aid Certificate,  Experience in hazardous underground coal mines and obtaining First Class Mine Manager's Certificate from an External Agency (DGMS, which has not conducted First Class Certification Examination in 2014 and 2017 to 2020).  

The executives in Human Resource, Environment, Geology, Civil, E&M, Finance and all other cadres who have joined CIL in 2012 have been promoted to E5 Grade in 2021. Executives of Mining Discipline who have acquired 1st Class Certificate in 2015 & 2016 were also promoted to E-5 Grade in 2021.  

The 1st Class Examination was conducted by DGMS in 2021 after 4 years and more than 100 E4 Mining 2nd Class holders have qualified the examination and Received Certificates with Effective Date of 27 March 2021.  

Those unfortunate employees who have submitted the First Class Certificates to CIL were horizontally shifted to 1st Class Channel on 28 Jan 2022 and though they have already completed more than 6 years in E4 Grade they still have to further wait for 3 years before being eligible for Promotion to E-5 Grade.  

If as per vacancy all 2nd class Holders will be promoted to E5 Grade and they qualify 1st Class Examination in later date say 2022, 2023, 2024, they will be our senior we unfortunate employees will go down in the list below about 500 numbers as per existing policy. 

Several Representations in this regard have already been reached Personnel Department of CIL since last six months and fallen in deaf years. 

This is quite demoralizing for us that we have to be stagnated at E4 Grade for more than 9 (Nine) Years and bear the burnt of Clearing 1st Class Certificate with no fault from our side. This is unjust and also against the principle of natural justice.

In view of the above, it is requested to kindly intervene the matter and competent authority may be directed for necessary amendment in the policy by relaxing the additional residency period in E4 Grade in view of No 1st Class Examination from 2017-2020 and we may be considered for immediate promotion to E5 grade thereby Boosting Our morale, upholding justice and oblige.
