One of the main barriers to action by countries that have some intention of cleaning up space is the issue of Spatial Cultural Heritage, where each country must be responsible for its satellites, rockets and probes, which makes the collaboration of outsourced companies for the removal of space debris, and the amount of garbage around the orbit is on a frightening scale.

The solution would be to improve the agreement between these countries, making room for space cleaning companies, as a planetary aid, which would bring together all the companies for this purpose, besides, of course, putting the main space agencies directly involved in these collected data. We would get a shorter  time for the risks of new debris to arise.
