The purpose of this petition is to assert our right as parents and tax payers in Hanover, Pa to send our children to school utilizing the traditional in person face-to-face classroom setting. Currently, surrounding school districts including, Hanover, Littlestown, Conewago Valley, and Spring Grove have brought elementary students back full time for face to face instruction.

It is time to get our children back into the classroom full time. We cannot reasonably ask children who are at the lowest risk of infection to sacrifice the most to protect the rest of us. According to the American Academy of Pediatrics, “We recognize that children learn best when physically present in the classroom. But children get much more than academics at school. They also learn social and emotional skills, get healthy meals and exercise, mental and health support and other services that cannot be easily replicated online…” Additionally, the current AAP recommendation for screen time per day is limited to 1 hour or less. Virtual learning far exceeds this medical recommendation. The harms attributed to closed schools on social, emotional, and behavioral health, economic well-being and academic achievement of children, in both the short- and long-term are significant.

According to the Centers for Disease Control and Prevention, “The best available evidence from countries that have opened indicates that COVID-19 poses low risks to school-aged children and suggests that children are unlikely to be major drivers of the spread of the virus. Reopening schools creates opportunity to invest in the education, well-being, and future of one of America’s greatest assets- our children- while taking precaution to protect students, teachers, staff, and all of their families.”

Weighing the health risks of reopening the K-12 schools against the educational risks of providing no in-person instruction (on the virtual days), school districts should prioritize reopening schools full time, especially for grades K-5.

Most children have difficulty learning through technology without personal interaction with teachers and fellow students. As a result, the quality of the education that our children are receiving is significantly compromised. This is particularly true for elementary school-age children. Younger kids cannot absorb new information simply by spending hours in front of a computer screen. Therefore, a lot of the job of teaching falls on us parents—and working parents do not have time to homeschool their kids.

For the reasons stated above, we, the parents, petition to regain our choice to decide what is best for our families for the remaining 2020-2021 school year.
