Southview Development in Otay Mesa, San Diego Isn't Necessary/En Otay Mesa no se necesita Southview

                 The Mitigated Negative Declaration for the Southview project in Otay Mesa has been released. (This is a 6.1 MB PDF) Here are citations:

“With the exception of San Ysidro High School, …the project site is surrounded by undeveloped lands…a small portion along the eastern boundary of the property is within the boundaries of the City’s Multi-Habitat Planning Area (MHPA)…”

“The California horned lark, a CDFG Species of Special Concern was observed on site during previous and current field surveys.”

“A small finger canyon, vegetated primarily with coastal sage scrub, runs east to west near the middle of the eastern property boundary.”

“Lack of vernal pool vegetation in the pools remaining on the project site is likely due to human activity. Up to 54 pools (identified as either road ruts or vernal pools in the MND and its supporting documents) have been identified on site.”

“…implementation of the project would result in impacts from construction to Upland habitats.”

“…indirect impacts to nesting and/or foraging bird species within this area could result from construction noise within the western parcel.”

“…vehicle emissions associated with the freeway alignment, including diesel particulate matter have the potential to result in significant and adverse impacts on the health of future residences of the Southview Project…Without mitigation measures, future residents of the Southview living within 500 feet of the SR 905 freeway are likely to experience higher rate of respiratory illnesses and higher morbidity from asthma.”

“…construction activities for public improvements, site grading and subsequent future build-out of the site could temporarily increase the emissions of dust and other pollutants.”

 

                 Se publicó el Mitigated Negative Declaration (Declaración de perturbación ambiental mitigada, MND, por sus siglas en inglés) para el proyecto Southview en Otay Mesa. (PDF en inglés, cuenta 6.1 MB) Aquí hay algunas citas:

                «Aparte de San Ysidro High School (Escuela Preparatoria San Ysidro), …se rodea el sitio por tierras baldías… está dentro del MHPA (Área en la que se planifica para conservar varios hábitats) una parte pequeña cerca del linde en el este de la propiedad».

«Se vieron las alondras cornudas, un CDFG Species of Special Concern (Especie especialmente importante para el Departamento de Caza y Pesca en California), en sitio durante las revisiones actuales y pasadas».

«Cerca del centro del límite en el este de la propiedad se extiende de este a oeste un cañón en forma de dedo principalmente poblado de matorral litoral de salvia».

«Les falta a las charcas vernales que quedan en el sitio la vegetación probablemente debido a la perturbación por el hombre. En sitio se han encontrado hasta 54 charcas (zanjas en la calle o pozos en el terreno según el MND y los documentos que lo apoyan)».

«...construir el proyecto resultará perturbando los hábitats de terreno alto».

«...en la parcela del oeste el ruido de construir podrá resultar perturbando indirectamente las especies de aves que aniden o busquen alimento».

«...para los residentes posibles de Southview podrán resultar en alto grado dañinas las emisiones de vehículos que se usan en la alineación de la carretera, incluyendo las partículas suspendidas procedentes de consumo de diesel...sin mitigar la contaminación, es probable que sufrieren las enfermedades respiratorias más severas y la morbilidad más alta a causa de asma los vecinos que vivirán dentro de 500 pies de la carretera SR 905».

«... podrán aumentarse de corto plazo las emisiones de polvo y otros contaminantes con construir al fin de mejorar y gradar y la construcción resultante de aquellos en el sitio».

I just signed the following petition addressed to: City of San Diego Development Services; City of San Diego Planning Commission; Sandra Teasley, City of San Diego Development Services Development Project Manager; and Elizabeth Maland, City of San Diego City Clerk.

We, the undersigned, oppose the Southview project. We don't want more impacts to nesting or foraging birds, coastal sage scrub, or the MHPA. We don't want houses in high levels of vehicle emissions near the freeway or more construction air or noise pollution.
The vernal pool, coastal sage scrub, and biodiversity that remains in Otay Mesa is valuable. Vacant housing not in close proximity of high levels of vehicle emissions abounds. Thank you for your time.
