We have received a notice of a planning application for Bearnett House, Bearnett Drive, WV4 5NN. The notice is for Change of Use from Elderly Care Home to Care Home for Children with Learning Difficulties -

However, after investigation into this application and the applicant, Mr Mahesh Mehan, we would like to bring the following points to your attention.
Mr Mehan recently set up Bearnett House Holdings Ltd – incorporated 17 June 2020, which states the nature of business “Residential care activities for learning difficulties, mental health and substance abuse”.
Another business owned by Mr Mehan - Aston Children’s Care & Transitional Care Ltd offers Residential Services for “Services to young People who display sexually abusive behaviour”.
Companies House details many care homes either active or dissolved owned by Mr Mehan
The application statement proposes that:-
- care will be provided for 9 full time resident children, with an additional 3 beds made available for short term respite care.
- car parking will be for 8 vehicles (where will overflow park?).
- One to One staffing up to 10pm then “skeleton crew” till 7am.
A previous planning application – 20/00509/LUP by Mr Andrew Willis for use as a children’s home was rejected 16 June 2020.
It is important to note that the prospective clients will all be children up to the age of 18. The Department Of Education’s children’s home data pack (Dec 2014) England shows more than 75% of care come residents were between 14 and 17 and about 66% male. Criminal activity for childrens’ home residents is around 20% with rate of substance abuse 13-19% and on average 9% of children ‘go missing’.
It is also worth noting that children with learning difficulties which require residential care are often at the extreme end of the spectrum. Parents can’t cope and as a last resort the child is put into residential care.

But is Bearnett House, a grade 2 listed building located in a sedate community of predominately retirees with gated communities on two sides and bungalows on the other, suitable for this proposal?
