Honorable South Carolina Senators and Representatives:

   By signing this petition, I declare that I am a South Carolina resident and a responsible animal owner. While I do support the conservation of our State’s native wildlife, I believe that Bills S0885 and H4831 in their current forms will work in opposition to their intended purpose.

   By restricting the sale of native reptile and amphibian species, without any legal avenue, such as a native propagation permitting system to sustainably breed and sell native species, the perceived value of the animals will exponentially increase, thereby actually incentivizing smugglers to illegally collect and export our native wildlife. Additionally, potential state revenue that could be gained from implementing a native propagation permitting system would be lost.

   These bills, under Section 50-15-55, also allow future regulations to be drafted that could restrict or ban non-native species, such as ball pythons, leopard geckos and bearded dragons which are very popular household pets throughout the State. Since these Bills were drafted and passed out of Committee without allowing adequate and meaningful input from representative stakeholders, I am very troubled by their unintended consequences. As a responsible animal owner, I would hope agencies and lawmakers would allow more detailed input on future legislation.

Because of these and many other reasons, I strongly urge you to vote “NO” on each of these bills.

We all want to protect our native herps and stop the illegal activities, but we want to ensure that there will be mechanisms in place which allow for the ethical, responsible trade in captive-bred animals.
