突然のメール、失礼いたします。10月31日までに留学生が日本に入国しなければいけないという連絡をいただきましたが、こちらを延長していただきたく存じます。

　貴校は留学生が秋学期に対面での授業を受けるために、10月31日までに入国しなければいけないという締め切りを設けました。そして、春学期の前に入国できるようになった場合でも、10月31日以降は春学期まで留学生を受け入れないということにしました。また、貴校は日本の国境が開放された場合、学生の安全な隔離を保障するために現在、旅行会社と独自に契約していると仰られていますが、10月31日以降はこの取り組みへのさらなる資金提供を中止すると言うことも伺いました。

　日本が近いうちに外国人留学生の入国を認めるかどうかについては誰にもわかりませんが、そのことによって苦しんでいるのは留学生です。現実に、ヨーロッパからの留学生はは、深夜過ぎという不健康な時間帯、特に午前の２時から５時ごろに授業を受けています。日本学の学位を取るため、また、卒業後の将来を守るために学生は心理的・精神的なストレスを受けているだけではなく、時差による物理的なストレスにも耐えなければいけません。それらの困難を抱えてもみながんばって深夜の授業を受けているのは、日本に入国できるようになったらすぐにでも留学したい、その一心で耐えているのです。

　また、留学生へ発行されている在留資格証明認定書（COE）は2022年１月31日まで有効になっているため、10月31日以降に入国が可能になった場合、、入国を妨げているのは貴校のルールだけということになります。私の同級生が留学する成蹊大学や岡山大学など、他の大学はそのような締め切りがありません。ということは、留学先によって、日本に行ける時期が変わってきてしまう場合があるかもしれない、ということになります。

　今までも貴校が留学生を受け入れられるように、時間をかけて対応してくださり、本当に感謝しておりますが、ここで入国の締め切りを10月末から延期していただけると、大変ありがたく存じます。何卒ご考慮いただきますようお願い申し上げます。

     Hello, I am writing this email to bring your attention to the unfair October 31st deadline for inbound study abroad students, and request that Sophia University extends this deadline.

     Sophia University has placed a travel deadline of October 31st on all inbound study abroad students and maintains that the university will not allow students to enter after this date, even in the event that the Japanese border restrictions ease prior to March 2022. It is apparent that Sophia University has independently procured a travel agency to ensure the safe quarantine of students in the event that the Japanese borders did open, and refuses to further fund this endeavor after October 31st. 

     While students understand that funding this travel agency takes a financial toll on Sophia University, I must also assert that the mental and emotional toll this decision has on students is much greater. With the uncertain future regarding Japan’s border restrictions, students have been the ultimate victims of this situation. The vast majority of European students currently taking online classes must wake at physically straining hours, many attending classes from 2 AM - 5 AM local time. Students are enduring severe mental, emotional, and physical stress for the sake of pursuing their degrees, and futures in Japan, and I believe that there is more Sophia University can do to protect those endeavors.

     Finally, students’ COE validity has been extended until January 31st, 2022, it is clear that the only obstacle for students entering Japan in the event of borders reopening is Sophia University. Other universities in Japan, such as Okayama and Seikei University, have not enacted similar deadlines, meaning that deciding to attend Sophia University instead of a competitor may, unfortunately, mean the difference between entering Japan and being stranded outside when the borders do open. We are thankful for the time and energy spent for the sake of allowing study abroad students to attend Sophia University, but must kindly assert that there is more the university can do to protect the futures of their students. By extending this deadline, Sophia University will remove itself as another obstacle between students and entry into Japan.

     Thank you for your attention to this matter. Students understand that this situation is difficult for Sophia University as well as ourselves, but believe that extending the entry deadline for inbound students will further unite students and the university as a united front despite these uncertain times.
