Fix the PlayStation Network Store so people can actually buy things.

Today I tried to buy a game by adding funds to my wallet via my debit card I have used for 9 months on this service. I was able to preorder one game, but then the next game i tried to purchase the store told me that my card on file was not valid. After multiple attempts and trying everything i can think of, i have given up and have decided that this needs to be fixed at the source.
A quick google search for this sort of problem shows posts from 2007, all the way to 2016 where people cannot use their debit or credit cards that have been used before (and in my case literally minutes before) because the store is just that broken. Removing and Adding the card again doesn't work, updating the card information doesn't work, talking with chat support doesn't work. This needs to be addressed.
Sony needs to fix whatever is broken in their system to allow people to give them money, this is a win-win situation, people purchase games for PlayStation devices and don't get frustrated and Sony gets the money from the purchases.
