Immediately announce Joint Counselling for admissions to IITs, NITs, IIITs and GFTIs

At present, the Indian Institutes of Technology (IITs) and the National Institutes of Technology (NITs)/Indian Institutes of Information Technology (IIITs), and Government Funded Technical Institutions (GFTIs)  do their counseling separately, which means a candidate who gets admission offers from both counseling process can block seats in both and dump one at the last moment. In case of common counselling, a student will get admission offer from only one institute - either an IIT or an NIT/IIIT/GFTI - at a time.

Objective is to stop waste of IIT/NIT/IIIT/GFTI seats

Our objective is to get the joint counseling process for IITs, NITs, IIITs, and GFTIs announced and implemented from academic year 2015-16.

The Delhi High Court has already directed the MHRD, Government of India and Indian Institutes of Technology (IITs) to begin the joint counselling for admissions to IITs and NITs from 2015-16. The Union Minister for HRD Smt Smriti Zubin Irani has also committed on the floor of both the houses of the Parliament that the joint counselling for IITs and NITs will begin from this academic year. The same has also been filed in an affidavit in the Delhi High Court in the last week of March 2015.

Now, lakhs of JEE Main/JEE Advanced aspirants look for an official confirmation on the same.

Deliberate Delay by IITs

But still, there is no official announcement by IITs and NITs on the joint Counseling process. For last four years, JAB, which conducts Joint Entrance Examination (Advanced) and subsequent admission process for all Indian Institutes of Technology, has evaded participation in the joint counseling process, citing incapability in developing suitable software for the same. This argument has been fiercely rejected in the court; and IITs and MHRD have been clearly directed to implement the joint counseling for IIT-NIT-IIIT-GFTI admission from the academic year 2015-16.

Last year also, IITs had claimed that they would participate in the joint counseling but backtracked at the last moment and deferred the plan citing that the required software could not be tested for actual counseling.

The same excuse from IIT authorities reportedly came this year also despite a direction by the Delhi Court as early as in August 2014, asking the Centre to ensure common counselling for the IITs and NITs from 2015-16 while hearing a PIL filed by Rajeev Kumar, an IIT Kharagpur faculty member.

 Subject: Joint Counseling for IITs and NITs

 Dear Madam,

First of all, I thank you for announcing in the Parliament and assuring our court of law that a joint counseling will be held for all Indian Institutes of Technology (IITs), National Institutes of Technology, Indian Institutes of Information Technology (IIIT) and Government Funded Technical Institutions (GFTIs) for academic year 2015-16.

I write to seek your immediate intervention into the implementation of joint counseling process as there has not been any official announcement in this regard by the IITs despite your repeated assurance to the Delhi High Court and both the houses of the Parliament.

This delay in an official announcement is raising serious doubts on the implementation of joint counseling by Joint Admission Board (JAB) and Central Seat Allocation Board (CSAB) which conducting counseling process for IITs and NIT/IIIT/GFTIs respectively.

 Since, separate counseling for IITs and NITs result in multiple blocking of seats, I request you to please take immediate action and ensure that JAB and CSAB along with all IITs, NITs, IIITs and GFTIs come on board for a joint counseling this academic year.

This will also help to get the academic session on time not only in IITs but also NITs which generally keep lingering the counselling rounds owing to vacancy caused by switching of options by many candidates.  

There seems to be a tendency on part of IITs to evade the joint counseling process citing their inability to have prepared and tested software for the same. It seems to be a deliberate delay on part of IITs just because their unwillingness and non-serious approach towards this cause.

As an engineering aspirant, I request you to take necessary action so that a joint counseling for IITs, NITs, IIITs, and GFTIs are held for admission to the academic year 2015-16.  I also request you to ensure that an official announcement in that direction is made by the concerned parties so that we have clarity on admission process.

I have strong belief that you will stand by your “words in the Parliament” and ensure that the assurances given to the courts by MHRD and IITs on the joint admission counseling process comes to reality from the academic year 2015-16.
