We the undersigned, Iranian and international human rights organizations, advocates, independent experts, and activists express grave concerns over the violent clampdown against protesters and the subsequent internet blackout in Iran.
The Islamic Republic of Iran has cut the country off from the outside world by shutting the internet down, and has been violently repressing, arresting, and in some instances killing protesters. Such acts constitute clear violations of Iran’s national and international obligations to its citizens based on Iran’s constitution and international treaties Iran is a signatory to. Specifically, the internet shut off is a clear and gross violation of Article 19 and 20 of the United Nations Declaration of Human Rights (UDHR) and Article 19 of the International Covenant on Civil and Political Rights (ICCPR). The violent beating and arrests and unlawful use of lethal force against protesters is in clear violation of Article 27 of the Islamic Republic of Iran's Constitution and Articles 6 (right to life), Article 19 (free expression), and Article 21 (right to peaceful assembly) of the ICCPR.
We hold the Islamic Republic accountable for any acts of violence and repression towards the protesters who have the right to peaceful assembly, and the right to access information without any barriers. We further call on the Iranian authorities to release the protesters in their custody. We ask the international community to stand with the Iranian people and put pressure on the Iranian government to stop the violence against its citizens, restore the internet connectivity, and listen to the voice of protesters.
ما، سازمانها و مدافعان و کنشگران حقوق بشر ایرانی و بینالمللی، با امضای این بیانیه نگرانی جدی خود را در مورد قطع کامل اینترنت در ایران و سرکوب خشونت بار معترضین در تظاهرات اخیر بیان میداریم. جمهوری اسلامی ایران اینترنت را کاملا قطع و تظاهرکنندگان را به شدت سرکوب و دستگیر کرده است. بنا بر گزارشهای موثق، در برخی موارد نیروهای سرکوبگر افرادی را با شلیک مستقیم هدف قرار داده و کشته اند. چنین رفتاری، نقض واضح تعهدات داخلی و بینالمللی ایران بر اساس قانون اساسی کشور و معاهدات بینالمللی امضا شده توسط جمهوری اسلامی ایران است. بطور مشخص، قطع اینترنت نقض فاحش اصل ۱۹ و ۲۰ اعلامیه جهانی حقوق بشر، و اصل ۱۹میثاق بینالمللی حقوق مدنی و سیاسی است. همچنین، سرکوب خشونت آمیز معترضین و استفاده غیرقانونی از نیروی کشنده، ناقض اصل ۲۷ قانون اساسی جمهوری اسلامی ایران، و اصل ۶ (حق حیات)، اصل ۱۹ (آزادی بیان) و اصل ۲۱ (تجمع صلح آمیز) میثاق بینالمللی حقوق مدنی و سیاسی است.
ما جمهوری اسلامی را مسئول هرگونه سرکوب و اقدام خشونت آمیز علیه شهروندان ایران میدانیم که حق تجمع صلح آمیز و دسترسی آزاد به اطلاعات را دارند. ما از حکومت ایران میخواهیم دستگیرشدگان اعتراضات اخیر را در اسرع وقت آزاد کند. ما همچنین از جامعه جهانی میخواهیم در کنار مردم ایران بایستد و به حکومت ایران فشار بیاورد تا دست از خشونت علیه مردم ایران بکشد، قطع اینترنت را متوقف کند و به صدای مردم گوش فرا دهد.
