Stop prospective employers from demanding current salary details

I have been noticing this injustice since many years. However, a recent incident with a friend had me seething in rage.
My friend, Atul (name changed), applied for a position in a reputed multinational tech giant. He cleared all rounds of interviews and the salary negotiations began prior to rolling the offer letter. They asked for his expected CTC (cost to the company) and he responded with 14 lakhs per annum. They said that their budget was 12 lakhs per annum but they will revert. They requested his recent payslip where they observed his CTC with his current employer is 7 lakhs.
They reverted saying that the max they can offer him is only 9.6 lakhs per annum.
My questions are:
1. If the company his determined the employee to be fit for the role, then they should define their budget and negotiate. What is the need to disclose current CTC?
2. Does the prospective employer disclose the CTC of current employees in that role? In fact, they restrict disclosure. Why is the incoming employee forced to disclose his CTC? Is this not exploiting the advantage of undue influence?
3. Why can't the company judge the employee on his/her value to the company and offer accordingly? Again, what is the need to disclose current CTC?
We need to prohibit prospective employers from strong-arming prospective employees to disclose their current CTC. Let us come together and make this happen.
