National Talent Search Examination is a national-level scholarship program in India to identify and recognize students with high intellect and academic talent. It is one of the most prestigious exams in India. Close to 10,000,000 students appear in this scholarship exam every year and only 1000 scholarships are awarded.
It has two stage-selection process for award of scholarship. For stage I, selection is done by States/UTs through a written examination. In Maharashtra it is conducted by MSCE, Pune. Students who qualify stage I will be eligible to appear for stage II conducted by NCERT, at National level.
This petition is to bring into notice of concerned authorities of MSCE, Pune and NCERT, that NTSE stage I held on 12/11/2017 ended with major flaws as follows:
1. There was no instruction in the paper about negative marking. However in the notice released by MSCE, Pune dated 31/08/2017( Ref: क्र. मरापप/ राप्रशा/ 2017 - 18/स-3/5197), it was mentioned that 1/3rd mark will be deducted for every wrong response.
2. Students at centre were informed about this verbally only at last moment while in the examination hall. That too information varied from centre to centre and class to class as well.
3. At some centre the negative marking were informed only for SAT paper.
Hence, some students have considered negative marking system and some haven't. Some of them might have changed their consideration at the last moment as an when they were informed. In all the conditions the confusion has left many students disadvantaged and is hurting the confidence of young students.
We cannot expect this kind of mistake in such a prestigious exam conducted by a reputed body like MSCE, Pune. Especially when India's performance at international academia in school section has just begun to look positive.
It is completely unfair towards students to suffer and be discouraged due to negligence from conducting body. Our students deserves a fair chance to express themselves at National level.
We therefore wish to request you all to sign this petition so the concerned authorities understand the seriousness and is obliged to look into this on urgent basis.
We also request and hope that concerned authorities will look into the matter and may find an remedial solution for all aspiring students.
