As per the NEET rules, counselling for admission to courses other than 15% All-India Quota (i.e 85% State Quota) shall be conducted by the concerned State Authorities.
While states such as Maharashtra and Gujarat did not allow candidates from other states to even Register themselves for the 85% seats, Chhattisgarh failed to do so.
Madhya Pradesh, while allowing the candidates of other states to Register And Fill Choices for colleges, gave preferential status to its domicile (state) candidates in the First Counselling and only allowed the students of other states (non-domicile) to fill up the remaining (vacant) seats in the Second Counselling.
Chhattisgarh gave preferential status to candidates of other states (non-domicile) under the "Management Quota" by allotting them seats in the First as well as Second Counselling for the colleges - Chandulal Chandrakar Memorial Medical College, Durg and Shri Shankaracharya Institute of Medical Sciences, Bhilai.
Candidates possessing DUAL DOMICILE (i.e. domicile of more than one state) were identified in Chhattisgarh, but no action was taken against them. This include two students admitted in Government colleges - Raipur and Bilaspur, which is meant for only state candidates (i.e. candidates having Domicile of Chhattisgarh only) and four students admitted in private medical college (CM Medical College, Durg) under Government Quota which is again meant for only Domicile Candidates.
In the judgement passed by the Hon'ble High Court Of Madhya Pradesh, similar errors had come to fore and the State Counselling Authorities of Madhya Pradesh were directed to re-draw the merit list and conduct the counselling process again (W.P. No. 12601/2017 & 12774/2017). The judgement was upheld by the Hon'ble Supreme Court Of India [ SLP(C) 22438-22439/2017].
The NEET qualified candidates of Chhattisgarh have been cheated by the Director Of Medical Education, Chhattisgarh and the Counselling Authorities.
Sign the petition and ask the Director Of Medical Education, Chhattisgarh to re-conduct the counselling with Domicile Candidates of Chhattisgarh only.
