Public sovereign land belongs to the pubic to enjoy. Shell rd. Beach has been stolen by rich land owners whom are violating Florida Constitution, (Article X, Section 11.) 

Below the mean high water line, is held by the state, by virtue of its sovereignty, in trust for all the people to walk and enjoy.
