Full and Immediate Implementation of Chittagong Hill Tracts Peace Accord signed on 2nd December 1997
The CHT Peace Accord ended 22 years of war between the Government of Bangladesh and the Parbatya Chattagram Jana Sanghati Samity (PCJSS). 17 Years later the Government has not implemented the agreed terms of the Peace Treaty and the Jumma people are threatening to start another war in self-defense of their human rights and lands being taken over. The Chittagong Hill Tracts Peace Accord was signed by the Government of the People's Republic of Bangladesh and the Parbatya Chattagram Jana Samhati Samiti (PCJSS) in 2nd December 1997.
Almost 18 years after the signing of the Peace Treaty and complete surrender of the Shanti Bahini militia the Government has failed to fully implement the crucial provisions of the Peace Treaty which secure the fundamental rights including land right of the indigenous peoples of the Chittagong Hill Tracts region.
Now the indigenous peoples of the CHT having been driven into a corner by Bangladesh Army, Border Guards Bangladesh and the rehabilitated Bengali Muslim settler people's incessant land grabbing, arson attacks, rapes, murders, looting, vandalism, and other human rights abuses committed against the locals have reached a boiling point.
To prevent a restart to the 22 year old war that was brought to an end with a peaceful compromise Your Excellency is request to immediately and fully implement the CHT Peace Accord to avoid the loss of thousands of lives that might occur in the case of a reversion to new conflict.
Let us make sure that the Chittagong Hill Tracts remains an integral part of Bangladesh where all communities can live together in peace and harmony without the apprehension of the presence of soldiers and their camps.
This will in turn contribute to political stability and economic growth of the region and once again bring International Legitimacy to the Government's sincerity to the indigenous section of it citizens.
