Sh. Narender Modi

Honorable Prime Minister
Govt. of India, Delhi

Subject: Appeal for formation of Gauchar Bhumi Commission/ Ayog to help Save the Allotted Reserved  GAUCHERBHUMI ( GRAZING Lands ) for the Livestock.

Respected Sir,

This is to bring to your notice that in 1955-56, in our country during consolidation period, it was made imperative to reserve Grazing Land/ Gaucher bhumi for Livestock to survive, which in today’s time is being converted to Public parks/Schools and being used for other public purposes in cities and villages.

Livestock is bread & butter of farmers/villagers and if we have to preserve our native breeds, we need to facilitate a healthier environment for them.

There is a provision in Prohibition of Cow slaughter Act passed in most of the states to maintain these old infirm and uneconomical cows, which can graze in the govt. allocated Gauchar land specially marked for this. Usually, these Pastures are under control of Panchayats or Animal Husbandry department but have been encroached upon by influential people or used for other purposes than grazing.

Moreover, It is an old age practice to graze cows and other animals in open areas where grass or grass like vegetation and other plants grow which are grazed by the animals with the development, most of such open grazing spaces have been encroached upon or being used for other purposes by humans, It becomes very necessary to ensure that Livestock have access to these green pastures. In absence of open grazing spaces, livestock starve and it leads to their death.

Similarly Village Ponds which are helpful in recharging ground water and used for bathing and providing drinking water to livestock need to be preserved. These ponds act as habitat to aquatic plants, animals and at the same time play a role of conserving biodiversity.

In the states, there is a provision to set up institutions/departments for the upkeep and maintenance of the old & uneconomic cows and its progeny as well.

Request your intervention to save these grazing Land for livestock and its survival in the villages/cities. We propose that a Gaucher Bhumi Commission/ Ayog be formed at state level having independent powers and authority to take action against any such encroachments or misuse of allotted grazing lands.

Such Autonomous bodies be made responsible to ensure safety of such Pastures!

Looking forward to a positive step taken in this direction by your good office.

 Thanking you

Yours Sincerely
