Over the past few months, the underpasses as well as intersections in the unincorporated area of East Harris County have become even more of a safety concern to our residents. It seems that from Interstate 10 at Normandy, traveling east, every underpass has multiple people "living" under them as well as panhandling for money at the closest intersections. While residents have compassion and concern, many of these individuals refuse any help other than cash. Residents have offered them jobs, food, clothing and lists of the community resources. Unfortunately, these people have often become violent and offensive. We believe this is detrimental to our community, even causing some businesses to look elsewhere to locate their businesses. For the safety of everyone concerned, we are asking for your assistance.
We would like to ask for signage to be placed at every intersection of I-10 East, as well as along the Sam Houston Parkway from I-10 to Highway 90, notifying that makeshift housing as well as panhandling are NOT allowed. We would like to have our law enforcement agencies document those who are reported. Perhaps, the first report they are given a warning ticket as well as a list of resources. On the second offense, they are offered a ride to a shelter. On the third offense, they are ticketed. On each additional offense, they are arrested and taken to jail.
