SB 338 would require potential human trafficking hot spots to post the National Human Trafficking Resource Center hotline number where victims and potential tipsters are likely to see it. Human Trafficking, or slavery, is the third-largest and fastest-growing criminal enterprise in the world exceeded only by drugs and arms. Slavery is defined as all cases in which the use of force, fraud, or coercion is used to get people to work or have sex against their will. Human trafficking does not require humans to be smuggled or transported. Estimates put global slavery at 27 million people. In addition to American citizens forced into slavery, approximately 14,000-17,500 people are brought into the US to be used as slaves each year. Approximately 100,000 American children are used in sex trafficking.
PA is a “pass-through” state as well as a destination for human trafficking. In addition to commercial front businesses and agricultural operations, traffickers utilize the many highways of the state to move victims between trafficking hot spots in Ohio, New Jersey and New York, and to connect with the I-95 corridor in which victims are moved along the Eastern Seaboard from New York to Maryland, DC, Georgia and Florida. In Pennsylvania, truck stops, especially those along the “Miracle Mile” are known for playing host to sex trafficking.
This bill has been introduced in previous session, but it has not reached the governor's desk. Help us to make sure another session does not pass with out this bill making it through the PA Senate.; it has already passed the PA House!
