Join this petition to the Secretary of the Interior, Ryan Zinke, asking him to stop the BLM's implementation of travel pending travel management plans that will result in unfair closure of motorcycle trails in Idaho. These are federally managed lands so residents of any state are invited to join the petition!
The BLM's travel plans for portions of Idaho's Owyhee Desert (the Canyonlands West TMP and Grand View TMP) are intended to balance the “access needs of all public land users” against the “mandate to protect the natural and cultural resources.” However, the TMPs will result in unfair closures of motorcycle trails for the following reasons:
1. The BLM is supposed to have "evaluated each route segment in detail," which is not possible because the BLM says its staff used Google Earth to identify trails. This process is prone to overlooking narrow motorcycle trails, and any trails missing from the inventory are omitted from the travel plan and de facto closed.
2. The BLM is supposed to have considered "how and when [each] route is used, [and] what the route provides access to," but the BLM failed to conduct simple traffic counts on each trail, or surveys at all trailheads. Neither of which has been disclosed by the BLM, nor witnessed by motorcyclists in the field.
3. The BLM is supposed to protect “cultural resources,” yet they fail to recognize the full cultural value that competitive and recreational off-road motorcycle riding has brought to the Owyhee Desert for generations. Motorcycle racing promotes an appreciation for the land among riders from across the country. Furthermore, when motorcycle riders visit the Owyhee Desert, they contribute to the economic vitality of the Owyhee Desert’s local communities that have their own cultural identities.
4. Finally, the BLM relies on a false assumption that consolidating ATV (2-track) and motorcycle (single-track) trails is a win-win for both groups. However, motorcyclists prefer single-track routes for various reasons, such as avoiding the risk of dangerous collisions with ATVs on shared trails. As a result, hundreds of miles of ATV trails receive minimal while the motorcycle trails suffer excessive wear and tear as proven at other Owyhee Desert areas such as Hemingway Butte, Rabbit Creek and Murphy.
