Journey Enterprises started this petition to Secretary of State For Health and Social Care and

Local Authority Care Support Plans and Annual Reviews need to be accessible for adults with learning disability.  Currently these are not presented in an Easy Read format but standard English.  

As the key document setting out the needs and aspirations of the adult with learning disability, their inaccessibility means an adult with learning disability has no access to, or control over, a document critical to their care and support.  They cannot challenge or ask for change to recommendations made which are inaccessible.

Where documents are inaccessible, this creates dependency on another person to read and interpret the content for an adult with learning disability.  These are frequently referenced in the body text of a review, usually a family member, an unpaid Carer but can include Support Workers or other paid professionals. This is a medical model of disability not a social model and needs urgent change to ensure compliance with the Equality Act and disability best practice.

Committing to both the Equality Act and Care Act, we need to see Easy Read and plain English needs assessments not only for people with learning disability but for all disabled people and unpaid Carers.
