PETITION FOR THE INTRODUCTION OF BULGARIAN GCSE AND A-LEVEL QUALIFICATIONS

This petition is initiated by the Bulgarian School at the Bulgarian Embassy, London, the Oxford Bulgarian School Slovo, and Bulgarian Saturday School Zvanche, London. It is supported by the Association of Bulgarian Schools Abroad http://www.abgschool.org and the Embassy of the Republic of Bulgaria in the UK.

The Bulgarian language is one of the official languages of the European Union and the first Slavic language in it using the Cyrillic alphabet. While the discussion for withdrawal of GCSE and A-level exams in small-entry languages is still ongoing, we consider it is vital for us to present our arguments in favour of an update of the number of language exams.

With the growing number of Bulgarians settling in the UK in recent years, there are more and more bi-lingual children who are fast integrating, with the help of their local British schools, but who are also keen to preserve and develop their Bulgarian language and heritage. The recent establishment of 15 weekend schools in London alone, and 20 in various other parts of the UK is a testimony to this growing trend.

The Bulgarian community asserts that there is now a recognisable need to introduce Bulgarian GCSE and to re-introduce the A-level qualifications (as such qualification existed 15 years ago), in order to provide a formal recognition of the additional language skills of young Bulgarians, in the same way this is offered to other language communities, like the Polish, Portuguese, Turkish and many others. We strongly believe that every citizen of the European Union has the right to have their language skills recognised and accredited through the education systems of the EU country of residence. 

In addition, we would like to remind everybody of the important impact of supporting a multilingual environment in the UK for social cohesion and for economic development. Such are the conclusions of the All-Party Parliamentary Group on Modern Languages, which launched its Manifesto for Languages in 2014, calling for step change in the UK’s national capacity in foreign languages.

With all this in mind, we call on you to support the introduction of Bulgarian GCSE and A-level exams in the UK.
