I am appealing to you as a mother of a very intelligent, frustrated 18 month old daughter.   All she wants to do is go to nursery to learn and make new friends like her brother did when he was her age. 

Her brother started nursery the term after his 2nd birthday. He found it very difficult in social situations and was a very shy little boy and we dont have much of a support network here so he and his sister are very isolated.  However, my husbands yearly income was below the criteria to qualify for the free 15 hours a week nursery place 8n 2016.  The change in my son was remarkable, he went from shy and withdrawn to a bright and excitable little boy with many friends.  

However, this is a very different scenario for my daughter who will be 2 in September this year.  We, for some reason do not qualify for the free 15 hours.  My husbands yearly wage has risen by £1000  over 2 years in line with the recent national living wage rises.  This now means that we are £1000 a year over the criteria to qualify for the free childs place. This wasnt a problem although annoying because even though national living wage has risen the criteria has not.  (this is for working families... Am I right??)  

Now this is what has prompted me to appeal for your help.  Although, as a working family we do not qualify for something that was put in place to encourage employment I would call at the childrens center to apply for a place anyway with the view to pay for the subsidiary childcare fee that was originally charged my government run childcare centers to allow all children an opportunity to attend a nursery at the age of 2.  I was told that unless my child qualifies for the free child place they could not attend the centers nursery and I would have to seek the help from a private nursery.  This is not an option as these are far too expensive. 

To my disappointment, my daughter will not be attending nursery until she is 3 although my friends (who does not work) child will be attending when they turn 2 this year. 

I feel that this 15 hours free child place is very mismanaged.  In order to qualify it seems you must either be claiming an unemployment benefit or in part time work.  Its extremely disappointing that my daughters education is being delayed all because my husband works hard.  I feel that if the criteria cannot be adjusted there should be some way that people in our position should be able to pay a subsidary charge to allow our children to attend nursery. 

ALL 2 YEAR OLDS SHOULD BE ENTITLED TO AN EARLY EDUCATION AND NOT THE ONES THAT FIT IN A TICK BOX!!!!  Please help give my daughter and many others a voice and get the 15 hours free childcare criteria reformed.
