Those dealing with a permanent suspension or expulsion deserve a second chance at being in a school environment. Everyone should have a chance at completing their school years and do it in a comfortable environment. Yes there should be limitations depending on the situation of the student. But small time stuff, that doesn't cause harm to students or teachers. Or those who feel they have or will change their ways and have served their punishment  deserve another chance at gaining a high-school diploma
