Replace the rod holders on the 5th ave fishing pier

Attention anglers of the Jersey Shore and surrounding areas: This is an open letter to the city council of Seaside Park, NJ regarding the rod holders that were removed on the 5th ave fishing pier last night. I would like the city to install new ones that they approve.
Mr. Mayor and members of the city council,
My name is Scott Sleckman and I am a resident of Toms River. I do, however, spend a good portion of my time in Seaside Park. I do this because I am an avid angler, and I spend any chance I get either on the beaches, or on the piers in the back bay, mainly the pier at 5th ave.
Last spring, someone installed PVC on the pilings to serve as holders for fishing rods. These were a great help to the countless anglers who not only come to this pier to fish, but spend money in many businesses in town. They allowed many people to leave their poles without fear of losing them to the fish they so desire to catch.
Tonight, on May 19th, a township employee came and removed all of them. He said a complaint was filed with the township and his boss called him and told him to remove them, as they weren’t installed by the township. I would like to know what I need to do to have the township install rod holders on the pier. Whether it be start a petition with a set number or signatures, or raise money to pay for it, or anything else, I will do what it takes to get this done.
Thank you for your time,
