On November 29, 2017, our local School District Board (SD No. 43 - Coquitlam) revealed details of proposed catchment changes affecting our tiny community in Port Moody, British Columbia. Due to the recent Supreme Court of Canada decision restricting class sizes, we were told that Eagle Mountain Middle was going to be over capacity by 50 kids over the span of the next three years (beginning in the 2018 school year). In other words, an average of 17 kids per year could not be accommodated.

To solve this issue, the school district wants to adjust the catchment areas of three neighbourhoods. This would redirect three separate small groups of children from their current middle school pathway, to a new one.  One of these three communities is Pleasantside. Currently all homes in the Pleasantside Area fall in the Pleasantside Elementary catchment and the Heritage Woods Secondary catchment.  However; approx 25% of the areas children fall into an Optional Eagle Mountain / Moody Middle catchment.

There are 9 children in the current grade 5 graduation class who are in this Optional Eagle Mountain / Moody Middle catchment.  This will tear these 9 children away from their friends and force them to attend a different Middle School in a different community. Three years later they would again take a separate path to their Moody Middle peers as they would  be redirected back into the Heritage Woods Secondary catchment.

It is clear that the Board has not considered the repercussions of tearing long term community relationships apart and the effect it will have on our children's social and emotional development during those critical formative middle school and high school years.

The residents of Pleasantside have come together to ask School District 43 to re-consider these disruptive proposed catchment changes – and consider all other options such as portables and re-examining the utilization of existing space.  If a suitable alternative to the proposed catchment changes can not be The residents of Pleasantside have come together to ask School District 43 to re-consider these disruptive proposed catchment changes – and consider all other options such as portables and re-examining the utilization of existing space.

As a community, we believe that pulling a small number of students away from their friends, their community, and their neighbourhood is not the solution. This is not a proposal that builds strong communities, it is one that will have long-term negative effects on three communities.

The Board is required to follow its own Policy 19, whereby student placement must be guided by certain principles, such as:

  • The catchment process should seek to maximize the number of students attending neighbourhood schools.
  • The placement process should support stability and continuity for students and families.

This catchment change would re-direct 25% of Pleasantside children out of their community and away from support systems.
