Equal rights to travel for vaccinated Temporary Visa Holders in Australia

See the letter below addressed to the Prime Minister against discrimination of vaccinated Temporary Visa Holders in Australia.
"5th October, 2021
To The Right Honourable Mr. Scott Morrison, Prime Minister of Australia,
Today I am writing to you on behalf of the almost 2 million Temporary Visa holders that are currently living and working in Australia, and the vast majority of these people are and will be actively contributing to the Australian economy. Without a doubt most of these people have been a contributing factor for this country to turn the corner after the last two years (2020-21).
These are people from all over the world, with different backgrounds and skills, who have decided, for various reasons, that Australia would be the country to fulfil their dreams and present them with opportunities. I am referring to students who will raise the level of education of this country, some of those holding your hospitality system together and others providing all sorts or family assisted care. Not to mention those with a higher education level, workers across all industries who are paying substancial rate of tax, above the 70th percentile of the mean tax payer in this country. Some of these people are also raising families here (who possibly make plans to stay permanently), whilst others are taking care of your countryman’s families (health, aged care, etc.) and ensure everyone has food and essentials supplies throughout this pandemic.
What you need to understand from this, is that this not a one-way opportunity, you holding the highest position of power should know that Australia will not thrive in the same way if it weren’t for this type of immigration. What you have decided to do is nothing less than discrimination. I have once called this country mine, but you have reminded us that this country is yours and not all of ours who reside here.
With all the above said, I am writing today to remind you that these people, like you and I, have contributed to the safety of our community and are fully vaccinated. These are people who also have families, loved ones and many have had to overcome this immensely difficult period - and some during long lasting lockdowns - without any close support. People who have had to grieve lost relatives via video or phone calls, but did not have the means to leave their life behind and decided to endure these difficult times in this country.
The appalling official news to allow international travel to only residents and citizens, but to forget to include your remaining 1.7M tax payers, giving them the ability of travelling overseas for a short and well deserved visit and return to where they have chosen their home to be, is at the least, the biggest disappointment felt since stepping foot in Australia - the second closest country to mine (and most likely many other’s) heart.
Thank you for the time taken to read this letter and for your consideration on the matter at hand.
Yours Sincerely,
A Temporary Visa holder, who calls Australia home."
