APPROVAL FOR PARK PLAZA CINEMA TO OPERATE, FOLLOWING STRICT COVID-19 GUIDELINES

For the past several weeks, Park Plaza Cinema has been renting private movie rooms to individuals, for their own private viewing. Effective 7/20/2020, they received a notice from the South Carolina Department of Commerce that they must shut their doors completely in all shapes and manner until SC Governor Henry McMaster lifts his current ban on movie theater operations, as outlined in EO 2020-17.

This is economic injustice! We profess that it is highly unfair that Park Plaza Cinema (a small locally-owned business operation) is discriminated against, while all other businesses, churches, museums, etc. are being allowed to operate under COVID-19 guidelines, as presented on the State's "Accelerate SC" website.

Everyone that's been renting a private room, wears a mask and they don't see or interact with other groups before or after their private party. The rentals have been spaced so that there's privacy and plenty of social distancing in the lobby as well as in the theater rooms. The rooms and seats are sanitized after each party.  The HVAC systems have been equipped with UV light filtration; providing "surgical room" air quality.

Fact:

1. There are only 5 movie-rooms. Two larger rooms with a maximum of 79 and 49 seat capacity, along with three smaller movie-rooms with 39 seat capacity.

2. The size of each theater reclining chair is far wider than a normal seat in a movie theater measuring 3' x 6' opposed to 2' x 2', with conventional seating.

3. Due to COVID-19 restrictions, each private rental does not come close to exceeding 50% of it's maximum capacity. Park Plaza Cinema limits the number of guests to each private party at 25 for the larger movie rooms and 20 for the small movie rooms. This is easily monitored.

4. Park Plaza Cinema is a small, “boutique theater”; unlike the larger mega-plex complexes, normally found around the country operated by giant chains such as AMC, Regal and the like.

We want our Governor's Chief of Staff (Trey Walker) to encourage Governor McMaster, to make an exception for this small “boutique cinema” and to encourage our Governor to consider all of the safety procedures that have been put in place, so that Park Plaza Cinema may re-open and operate under strict Covid-19 guidelines; just as 90% of all of South Carolina businesses are allowed to do.

We, the community and supporters of Park Plaza Cinema believe in economic justice and the upholding of this business's constitutional rights.  Business is about more than just profit. It should be an embodiment of principles of freedom.
