NO to Phillips 66 Rail Spur Project in San Luis Obispo County

The Phillips 66 Rail Spur Project is being forced upon the residents of the County of San Luis Obispo California.  The purpose of this petition is to state our position that the citizens of this county are adamant that the Phillips 66 Rail Spur project be prohibited in our county.

Whereas the San Luis Obispo Planning Commission denied the Phillips 66 Rail Spur project in October 2016 and:

1.   since Phillips 66 has subsequently appealed and filed suit against the county for doing so, and whereas by many measures the project interferes with the safety and quality of life in our county, puts residents and businesses along the rail project at risk, and whereas the company and industry has a history of failing to prevent accidents and a failure to protect areas surrounding rail transport in areas as evidenced by numerous explosions within recent the recent past  while transporting petroleum products by rail and also is not in accordance with our general plan, and

 2.   as the appeal results in the issue being put before the San Luis Obispo County Board of Supervisors, whom allow they wish to hear the citizens on this matter in accordance with the Brown Act which first states “The people of this State do not yield their sovereignty to the agencies which serve them;”

We, the people of San Luis Obispo County state it is our wish to deny the increased rail transport and the effects of this transport in and through our county.

We are hereby notifying our local, county, state and federal representatives that it is our wish the Rail Spur project proposed by Phillips 66 not go forward.
