THIS DOES NOT MEAN THAT THEY WILL NOT TRY TO BRING IT UP AGAIN IN THE FUTURE, AS CONCESSIONS ARE STILL IN PLACE, BUT NEW CONTRACTS WILL REQUIRE A BRAND NEW TENDER PROCESS.
