The story of Arthur has broken my soul.  I spoke to a lady recently who works in social care the reason that this case wasn't looked into further was because you need a warent or a court order to be able to do so. This needs to be changed.  They also have funds cut all the time and do not have enough funding to be able to look after the children really need it. Like Arthur. Let's change this and get the government doing more. Save the children from this torture.
