Save our dogs - put a safety fence between Leechpool Woods and Harwood Road

As a local dog trainer I do all I can to help people with their recall, but at the end of the day, no matter how hard we train, dogs are animals and can just get lost in the moment.
Over the past few years I've seen too many dogs loose or hit on the Harwood Road, most recently the other week when I was able to stop traffic and catch a very frightened little dog.
I thought that contacting the local council for their comment would be a good start, I offered help in raising funding and manpower but as yet I've had no response! Therefore, I want to bring this concern to the wider canine community for us all to be heard!
I'm sure that many local dog owners would give up some time to assist in fundraising and even time or materials to put up a basic fence that would give our dogs a chance not to get on the road, a simple stock fence that could save our dogs but allow local wildlife to navigate easily (as they do onto our roads every day) a simple stock fence would stop most dogs in their tracks and hopefully save their lives.
Please help me to help keep the dogs off of Harwood Road as the path in Leechpool woods is closer to the road that people realise and dogs can easily work their way through the undergrowth when it seems to us it is quite thick.
I don't think it is too much to ask to save our canine companions from getting onto a fast and busy road, I don't want to see or hear of another unfortunate pup on that road.
