Jie (JJ) Zhao was a vibrant 27-year old graduate of MIT and a rising star in Boston’s tech scene. She tragically passed on October 5, 2018 when a reversing dump truck failed to see her while walking only a few blocks from her home in Cambridge, MA (Boston Herald, Cambridge Daily story, MIT tribute, Sean Batir's tribute). JJ was a unique individual - relentlessly optimistic, and always looking for a way to improve herself and her relationship with everyone around her.

We are all familiar with back-up cameras in passenger vehicles. Their presence in all new cars is thanks to bipartisan legislation - the Cameron Gulbransen Kids Transportation Safety Act passed in 2008. It was passed in response to the tragic deaths of children fatally struck by reversing passenger cars and SUVs.

While a great step forward, this legislation only applied to cars, buses, and trucks under 10,000 pounds manufactured or made to sell in the United States. Expanding these requirements to all vehicles, regardless of weight, would contribute to vehicle safety and prevent senseless tragedy. While fully aware that every accident cannot be prevented, providing the proper tools to allow safe maneuver of large vehicles should be a standard.

We propose that similar legislation is passed for larger vehicles. To minimize industry disruption, the Cameron Gulbransen legislation did not retroactively require back-up cameras, instead it required all vehicles manufactured after a certain date to include these cameras. We propose a similar ramp-up phase as well for back-up cameras in larger vehicles.

The National Highway Traffic Safety Administration estimates that 468 non-motorists are killed each year by large trucks, of which 70% are pedestrians. Additionally, from 2014 to 2016, there were approximately 20 deaths per year from starting or backing improperly by large trucks. Join us in preventing these tragedies.
