As residents of the Town of Lagrange, we are deeply concerned about the plans currently under consideration by the Town for a new Hot Mix Asphalt Plant to be constructed in the heart of our community.

The Plant would be located at 15 Commerce Street just off Route 55, right next to homes and less than half a mile from Overlook Primary School, Hawk Meadow Montessori School, and Hudson River Housing.

The plans submitted to the Town disguise the nature of the Plant, referring to it as “an addition of a skid mounted recycle asphalt pavement plant for processing uncontaminated C & D material” and a “green initiative” because it would “recycle” asphalt, but the negative, toxic impacts of this type of heavy industrial asphalt manufacturing to the surrounding community are deeply troubling.

What is asphalt?

  • Asphalt is a black form of petroleum used for roads, roofing, sealing, and waterproofing.
  • Asphalt is often applied in its liquid to semisolid state, and is heated for application. As a result, strong fumes emanate from it that can remain for several hours to several days.  Fumes are also generated when it is manufactured.
  • These fumes are why asphalt can be a serious health problem.

Why is a hot mix asphalt plant dangerous?

  • Eye, nose, throat, and lung irritation have been observed in people even after short-term exposures.
  • Longer term exposures have been associated with chronic bronchitis and other lung problems.
  • Certain cancers such as leukemia, lung, bladder, and renal cancers have also been associated with exposure to asphalt fumes.
  • Asphalt fumes are a hazard at the time of manufacture and application.
  • Near asphalt plants, fugitive air emissions are big contributors to health problems and emissions can impact a two mile radius from the asphalt plant.
