The beginnings of zoning were entirely rational: city planners wanted light be able to reach every part of the street during at least some part of the day. Japan continues to enjoy such zoning and consequently has very affordable housing, even in Tokyo, a city of over 20 million people. Since the civil rights laws of the 1960's, at which time it became illegal to exclude people from neighborhoods because of their ethnicity, zoning has been entirely aimed at keeping "undesirables" out of certain neighborhoods, usually through the mechanism of reducing density, thus increasing the cost of housing. We must end this heinous practice now and go back to a more rational zoning code similar to what Japan enjoys. You can read more about this here:

The predominantly Mexican American neighborhood I moved into in 1975 was vibrant, welcoming, and culturally rich. At an accelerating rate in the past ten years, that community is disappearing because of gentrification and rising property values. Many interesting new people are moving in, but the wonderful people who gave so much to create "El Barrio" have had to move. Austin will be a poorer place when the historically Latino and Black neighborhoods have been erased.

I am a native Auatinite, who grew up going to school in Hyde Park, went to UT, and now live downtown. I see the city changing and the effects on these neighborhoods that promote segregation. As proud Austinites, my husband and I hate this.
