Stop NSW Local Aboriginal Land Councils from approving memberships without Aboriginal Proof.

There is a need for more diligence on the authenticity of anyone wanting to join a Local Aboriginal Land Council (LALC) in NSW. Too many people from non-Aboriginal backgrounds are applying to join LALCs without the proper proof that they are of Aboriginal descent.
The LALC website states:
The NSW Aboriginal Land Rights Act 1983 (as amended) states a person wishing to join a Local NSW Aboriginal Land Council must:
* want to be identified as a person of Aboriginal decent.
* present documentation identifying their family's Aboriginal descent.
* be accepted by their local Aboriginal community as a person of Aboriginal descent.
Too many LALCs are accepting new members without the required proof and handing out Letters of Confirmation of Aboriginality or Certificates of Aboriginality too easily. This must be stopped so that non-Aboriginals stop exploiting the system.
There needs to be an audit on LALCs to confirm all the members are in fact Aboriginal or of Aboriginal descent and have the proof to support their claim.
